Mr. Barthelemy is the former Decatur’s Chief of Police, and later, Assistant City Manager. He is a native of Decatur. He has a B.A. in Sociology from Millikin University and he is a graduate of the 172nd session of the FBI National Academy in Quantico, Virginia.
